Description
Dimensions of Role:
The Project Manager will manage the EC preventing Child Marriage project implementing in two Districts Tarime and Geita) The projects are implemented in Partnership with other NGOs and Government Institution. The project Manager will work closely with these partner NGOs, Government departments and Field teams to ensure timely implementation of all planned project activities
Typical Responsibilities - Key End Results of Position:
KRA 1: Effective, high quality and timely project management
• S/he will be responsible for overall project Management, planning, (including annual work plans and budgets), budget management, donor reporting, coordination with strategic partners, linkages across civil society and monitoring of the project at local and national levels.
• S/He will work closely with these partner NGOs to ensure timely implementation of all planned project activities on time
• S/he will establish strong relationship with NGOs network members for preventing child marriage advocacy work.
• S/He will serve as a resource person for the organization and represent the issues of adolescent girls and child marriage during programmatic and strategic meetings in the project areas
• S/He will oversee all project level administration, financial management of EC preventing child marriage project
• S/He will be accountable for working with the project teams to produce and submit progress reports as per requirements.
Major Responsibilities and Tasks:
KRA 2. Planning and Implementation – Effective Project Management
• Review project documents and develop Detailed Implementation Plans of the projects as guided by project document
• Provide technical input to project team/partners for timely implementation and strategies
• Ensure the quality of the project implementation using Child Centered Community Development approach
• Project budget management - track program spending, analyze deviations and take corrective action as needed.
• Set up the project in Plan’s internal corporate system (SAP) and ensure management are regularly informed of the project spending status and any deviation.
KRA 3: High quality donor reporting
• Write quarterly and end of year narrative project reports for donor and validate against associated financial reports and other documentations required as per EC guidelines
• Write case studies for the project to be submitted each quarter with the reports;
• Ensure all Donor and other reporting is submitted on time and to high quality; follow up with partners for their submissions.
KRA 4: Monitoring & Evaluation
• Develop project level monitoring plan and monitor implementations of project activities
• Establish database of achievements from project activities and update regularly
• Conduct monitoring of the project activities to feed into the M&E plan (to be developed with support from M&E department)
• Ensure age and sex-disaggregated data is collected for all monitoring, reviews, reporting and documentation
• Attend periodic review and reflection workshops/ meetings to review project plan and strategies and document learning and evidence
KRA 5. Coordination and Program Collaboration
• Build and maintain working relationship with project team, Implementing partners to for achieving project goals
• Ensure documentation of lessons learnt and good practices between the projects for sharing and learning
• Liaise closely with the Head of Child Protection on a weekly basis to ensure activities remain on track and any learning generated from the project is documented and shared with partners
• Contribute in developing new project proposal on preventing child marriage
KRA6. Effective financial, administrative and HR management
• Ensure that functional administrative systems are established and maintained in the project and the partners
• Prepare annual project budgets and periodic analysis and actions.

Qualifications and Experience

• Demonstrable experience in community and/or international development including management experience, specifically involving design and management of community development projects, Child rights / child protection systems.
• Experience in people management and projects involving multiple partners or stakeholders are desirable

Description
The position holder will be responsible for financial management of EC preventing Child Marriage Project (2017 – 2020) S/he will be accountable and responsible to ensure effective internal control system, accurate accounting, and financial reporting in compliance with EC financial guidelines. S/he also facilitates the capacity building of the partners finance staff on compliance and to ensure timely advance settlement & payment.
Key End Results of Position:
Project cash and budget management
• Oversee and manage project budget at regional level with close coordination with country finance team.
• Oversee compliance of EC financial policy guidelines, policies and procedure of Government of Tanzania relating to exemption of VAT and any other income tax.
• Review partner’s advance settlement documents, process for timely payment requests.
• Assist in Detail Implementation Plan revisions and cash flow revisions in close coordination with Finance team.
• Prepare Weekly and monthly Project cash forecasts in a realistic manner
• Review Cash Disbursement vouchers
• Review purchase requisitions and orders.
• Monitor proper use of petty cash fund
• Review payment packages for budget availability and correct coding.
• Monitor budget versus expenditure.
• Ensure timely processing and disbursement of payments to legitimate suppliers.
• Prepare work plan and budget in coordination with Project Coordinator and make sure that all expenditures are according to work plan and budget.
• Ensure that Project spending is in line with their agreement budget and inform Program Unit Manager of any expected deviation for timely action.
Financial reporting
• Prepare monthly/quarterly program/financial report in coordination with Finance Grants and Finance departments
• Manage general ledger accounting and entering of project expenditure into the system
• Reconcile Accounting software reports with project Reports
• Monitor the advances register and Sub-Grantees advances
• Ensure Accountability in Preparation, review, consolidation and submission of correct and complete Project Financial reports on time
• Assist to Conduct Project audit when needed
Internal Financial Controls enhancement
• Ensure adherence to EC financial controls, processes and procedures.
• Follow up finance-related audit actions
• Participate in Quarterly physical asset and inventory verifications
Field Support Visit
• Training of Project Accountants of partner agencies in financial and record maintenance as and when required.

Knowledge and Experience
• Bachelor degree in Accounting/Finance or related Business degree, CPA/ACCA qualification an added advantage

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many excluded or marginalized children as possible particularly girls with high quality programs that deliver long lasting benefits by Influencing relevant policy, working in partnership with others and operating effectively.
In line with the above ambition, Plan International Tanzania with funding from Plan Norway, Accenture the lead consultant intends to undertake a pre-study of at least three relevant sectors in Tanzania one of which is the Agricultural sector to determine value chains with potential to provide employment for young people particularly girls. Further under the same project, Plan International Tanzania will digitize 100 existing savings and loans associations and will strengthen its work with the corporate sector in Tanzania. In order to deliver on the above assignment, Plan International Intends to hire a short term program manager to work closely with Accenture, one of Plan’s global Youth Economic Empowerment (YEE) partners to undertake the above assignment which is expected to last for a period of 6 months. However, depending on availability of funding and feasibility of the findings of the pre-study, there may be an option to extend the assignment beyond the initial 6 months in order to support program implementation.
Typical Responsibilities - Key End Results of Position:
• Oversee all work by Accenture who will be the lead consultant under this assignment
• Provide subject matter advice and input around value chain analysis and Tanzania markets to the work products of the Accenture staff
• Provide relevant Plan information and documents to Accenture staff, as needed
• Work closely with key project stakeholders (Plan International Tanzania, Plan Norway and Accenture) to implement and deliver the objectives of the project
• Facilitate and manage communications between the key project stakeholders
• Develop work plans and timelines to ensure timely delivery of the project

• Hold sensitization meetings and trainings with community leaders such as traditional leaders, religious leaders and other influential groups on child marriage and related child protection issues such as gender based violence and female genital mutilation.
• Facilitate dialogue and trainings with Ward development Committees and Village development committees
• Work with Tanzania Football Federation and soccer coaches to use football as a means for behavior change, using pre-existing modules.
• Support livelihoods opportunities for girls at risk of child marriage through overseeing vocation and entrepreneurship training and establishment of community based training centers for young mothers.
